Summary
This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Head Start (OHS), located in Washington, District of Columbia.
Duties
The incumbent will serve as the Office of Head Start (OHS) Policy and Planning expert on all matters related to Head Start policy and budget formulation. This position will also oversee, plan, organize, and coordinate group efforts on major programs, projects, and overall content areas related to sensitive or complex early childhood public policies of national, or international significance.
Other duties and responsibilities of this position include:
- Providing expert advice and guidance to OHS senior central and regional office personnel to ensure consistency of policy-informed practices throughout OHS.
- Developing and performing background studies or analyses to carry out national policy initiatives.
- Providing both administrative and technical leadership and guidance to subordinate staff of OHS.
- Enhancing and coordinating effective working relationships and collaboration across divisional lines in thinking through the implications of policy on program operations.

Qualifications
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience — that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) duties listed below:
- Developing and/or reviewing early childhood organizational mission, strategies, or programs.
- Monitoring developments and literature in early childhood policy.
- Crafting policy for large scale early childhood programs.
- Conducting data analysis necessary to understand early childhood policy problems and potential policy and program solutions.
- Planning the accomplishment of work including setting and adjusting priorities, and assigning work based on priorities.

- Initiating, developing, and controlling general regulations and policy pertaining to the Child Support Enforcement (CSE) Program.
- Providing reviews and analysis by identifying and researching specific issues when discrepancies and controversies exist.
- Identifying issues requiring policy developments.
- Analyzing policy requirements of the child support enforcement program.
- Advising senior staff of new enforcement legislation or regulations.
- Conducting a comprehensive review and analysis of State statues, case law, to determine conformity to Federal requirements.
- Developing regulations to include preparation of Regulation Proposal and implementation plan.
