Duties and Responsibilities:

The Payroll Benefits Manager will be responsible for governance oversight as it relates to the management of all activities related to the delivery of US benefit programs and their linkages to payroll. This role will lead the execution of contracted services from designated vendors and will be the liaison to the Corporate Benefits team.  The Payroll Benefits Manager is responsible for proactive collaboration with vendor points of contact and key internal business partners.  This role is accountable to ensure consistent, timely, and high-quality business outcomes and serves as functional leader and subject matter expert with regards to Raytheon’s payroll standards and associated compensation and benefits plans.

•Serve as a Benefits operations subject matter expert in a governance capacity working with internal stakeholders and third-party vendors on escalated matters.

•Partner with Corporate Benefits providers and business partners to provide strategic and tactical direction.

•Act as point of escalation for assigned business segment/s leadership.

•Manage issue resolution process with key stakeholders.

•Participate as subject matter expert on strategic payroll/benefit initiatives and key projects across global payroll/benefit initiatives and key projects.

•Provide oversight to our Conduent Benefits teams, ensuring alignment to Raytheon standard work, deep knowledge of Raytheon’s Benefits programs, and excellent customer service and flawless execution.

•Lead all activities within the Payroll Governance team related to Benefits, providing mentoring, coaching and encouraging teamwork and engagement.

Required Skills, Knowledge and Abilities:

•Minimum of 10 years end-to-end payroll/benefits experience preferably gained in a large corporation or outsourced/BPO environment with hands on payroll/benefits administration experience

•Prior Experience and knowledge of Enterprise Payroll systems such as ADP, Workday, and/or ACS/Xerox/Conduent experience

•Proven ability to lead, develop and mentor high performance teams

•Demonstrated capability to work across functions/organizations

•Demonstrated experience with contracted services and Vendor management

•Excellent verbal and written communication skills using Microsoft Office suite of applications.

•Self-starter able to work effectively in a fast-paced team environment

•Strong organization skills

•Detailed/analytical skills (high attention to detail)

•Team Player

•The ability to travel up to 10% is needed

Preferred Qualifications:

•Masters’ Degree

•Knowledge of process improvement methodologies

•Certified Payroll Professional (CPP) certification

•This position typically requires a Bachelors’ Degree in Finance, Accounting, Business Administration or related field and at least 10 years of applicable professional experience or a Masters’ degree and 7years of experience.

Summary Description:- Seeking a compliance program specialist with Digital Technology (“DT”) Controls, Policy, and project management experience who is able to multitask in a fast-paced environment. Must be able to research and resolve compliance issues involving government regulations (i.e., FARS/DFARS, Cybersecurity Maturity Model Certification (“CMMC”), Export Compliance, ITAR, etc.), and regulatory standards (NIST 800-53, NIST 800-171, FIPS 140-2, FIPS 140-3, etc.).

Duties:-

  • Coordinate and manage compliance initiatives in connection with DT implementations.
  • Understand DT compliance requirements and best practices, coordinate and oversee internal assessments to determine controls effectiveness, recommend solutions and coordinate the creation and implementation of controls.
  • Identify areas for DT compliance testing and internal audit in accordance with established DT compliance program procedures.
  • Coordinate, track and monitor the schedule of compliance related DT reviews.
  • Aid in establishing a working framework of the systems relative to the compliance requirements.
  • Escalate and manage compliance issues as they arise.
  • Be versed in the systems and teams involved with DT compliance controls to effectively speak to the applicability of the controls, drive remediation and collaborate in defining solutions that drive the business objectives without compromising the effectiveness of the controls.
  • Work with business unit DT compliance teams, data owners and process owners to educate and refine controls.
  • Compile documentation that supports program implementation and management.
  • Provide support to business units in connection with proposal response.
  • Serve as business unit DT compliance point of contact for compliance escalations, ensuring CMMC and other control frameworks are implemented and met.
  • Provide guidance and support in connection with business unit response to external audits.

Qualifications / Professional Skills:-

  • 5 – 7 years of related work experience preferred in reviewing Contract Terms & Conditions and Government/Regulatory Requirements.
  • In-depth understanding of and experience with Federal Acquisition Regulations (FAR) and DFAR (Defense Federal Acquisition Regulation) in relation to DT and CMMC controls
  • Experience with contracting processes, and prime contract flow-down requirements.
  • Ability to work on cross-functional projects/teams to deliver security solutions for the business
  • Excellent written and verbal communication skills.
  • Must be able to work independently with a team focused mindset.
  • Ability to work on multiple projects simultaneously.
  • Strong working knowledge of Word, Excel, and PowerPoint.

  • Ability to communicate complex subject matter in simple and understandable ways, and to write clear instructions that contribute significantly to standard work and repeatable processes for hundreds of affected users of the instructions.
