The AIDS Education Training Center (AETC) Program is the cornerstone of the Health Resources and Services Administration’s HIV/AIDS program.  Its mission is to increase the number of health care providers who are effectively educated and motivated to counsel, diagnose, treat, and medically manage people with HIV, and to help prevent the transmission and acquisition of HIV. AETC meets its mission by implementing multidisciplinary education and training programs for health care providers in the prevention and treatment of HIV/AIDS and thereby increasing the capacity of providers and organizations to implement quality care.  The AETC program is composed of a network of 2 national centers, 8 regional centers, and more than 85 regional-partner (local) sites.

The Southeast Sexually Transmitted Infection (STI) Prevention Training Center (PTC) is a regional collaboration between a group of nationally respected experts in STI training and research. The center is comprised of faculty and staff from the University of Alabama at Birmingham (UAB), the University of North Carolina (UNC), the Jefferson County Department of Health (JCDH) and the North Carolina Department of Health (NCDOH). Utilizing faculty from each collaborating institution it provides regional STI/HIV prevention training for the Southern Region of the United States. A priority of the Southeast PTC is the integration of HIV prevention and diagnostic services into STI specialty clinics found in counties with high rates of HIV and identified as critical sites for intervention as a part of the Ending the HIV Epidemic Initiative. The Southeast PTC currently supports efforts in 5 clinics.General Responsibilities
The Program Manager II will support HIV education and technical support programs for the Alabama AIDS Education Training Center (AETC) and the Southeast HIV/STI Prevention Training Center. The program manager is responsible for administratively managing educational activities, clinical consultation and technical assistance to healthcare professionals and healthcare organizations to integrate state-of-the-science in comprehensive care for those living with or affected by HIV in the state of Alabama.

Administratively manage HIV prevention education and technical assistance efforts for public health department specialty STI clinics located in counties targeted for Ending the HIV Epidemic in AL, GA, and NC.
Report to the Alabama AETC and Southeast PTC Primary Investigators.
Supervise the Program Coordinator for HIV Education and Technical Support Programs.

Key Duties & Responsibilities
Manage from concept through completion of learning events related to HIV care and prevention in a variety of formats (i.e., virtual-lectures, symposia, workshops, preceptorships, newsletters) and for diverse healthcare audiences. Conduct and manage clinical case consultations and coaching for healthcare providers in the management and prevention of HIV. Guide a program coordinator position and collaborate with data and fiscal leads. Manage training budget, program income and back-up documentation processes, develops vendor contracts and approves spending. Manage group clinical consultations to build skills in HIV care delivery and prevention. Provide HIV coaching for capacity building and technical assistance to facilitate organizational improvement in HIV prevention and HIV care delivery.Attend and actively participate in required teleconferences, calls, in person events with the SE AETC Central Office, National Network of PTCs, and other partners. Increase the reach of the AETC throughout Alabama using a wide range of marketing strategies and communications initiatives.

Responsibilities

  1. Identify and facilitate opportunities for preceptorships in HIV care for medical and nursing students, residents and fellows as well as novice to experienced clinical, social service and behavioral health providers.
  2. Build relationships that introduce HIV prevention, diagnosis and treatment into the curriculums of health professional schools in Alabama.
  3. Develop procedures to effectively evaluate career development programs and services for graduate and postdoctoral trainees; survey trends and challenges at similar institutions and make informed recommendations for programming.
  4. Complete monthly reports on program and project status and review event and evaluation data identifying examples of AETC program impact and outcomes
  5. Assess the HIV/STI educational needs of providers in AL through focus groups, online surveys and communities of practice and identify knowledge gaps, Monitor work plan completion and develop HIV training initiatives which improve outcomes along the HIV Care Continuum (HIV prevention, testing, engagement and retention in care, treatment and viral suppression).
  6. Develop and maintain relationships with AL Advisory Council Members, Ryan White Funded Entities, Federal Qualified Health Centers, Department of Health providers and other clinical organizations to increase access to HIV/STI education.
  7. Perform other duties as assigned

Salary
$51270 – $57,500 annuall

The Highlands Intensive Care Unit provides care for patients with a variety of serious medical conditions in a technologically advanced environment. HICU operates under an intensivist model where several intensivists rotate monthly to help nursing and patient care staff cover the unit. There are four nurse practitioners and one attending physician who provide 24/7 coverage. The nurse manager oversees the day-to-day operations of the ICU and the Central Monitoring station. HICU works as an interdisciplinary team and daily conducts bedside rounds with the intensivist, nurse practitioner, pharmacist, nurse, case manager, respiratory therapist, and nurse manager. The University of Alabama at Birmingham (UAB) seeks a Scientist II to work under general direction, plan, design, organize, and direct major scientific research studies of a moderate scientific scope and complexity; make independent, difficult decisions in their specific scientific field using established guidelines and technical scientific procedures; carry projects to completion. Serve as scientific advisor or consultant to other trainees and junior faculty conducting studies in their specific scientific field of expertise; adapt and evaluate the adequacy of methods, techniques, and procedures to obtain quality data. Design, troubleshoot, and implement clinical research database, generate scientific data reports and provide the inputs to investigators in preparation of scientific articles for publications, as well as to translate the findings of research projects into grant proposals.

This position will also apply basic, intermediate and advanced statistical genetic techniques and technical skills to promote the collection, analysis and interpretation of data including  multi-omic  data. The candidate will also interface with the more biologically driven multiple  omic  projects including metabolomics and proteomics. playing a critical role in ensuring these analyses are be done in a timely manner for publication.  Actively collaborate with investigators to design analyses of study data for papers, grants, and presentations  Conduct analyses for cross sectional, cohort, and case-cohort study designs; using SAS and R programs as well as custom software for genetic analysis  Assist in the interpretation and writing of statistical results for manuscripts and other reports  Assist in developing, writing and implementing statistical analysis plans  Execute quality control procedures for data and programs, generate accurate and thorough documentation of all datasets and analytic pipeline   Take initiative and acquire new statistical or programming skills as needed

  • Recruit, train, and manage appropriate research personnel to ensure studies quality and to meet the timelines and goals. 
  • Provide persuasive and skilled leadership to other staff in scientific research, principles and methods and apply professional scientific knowledge and administrative ability to resolve a variety of situations

Doctor of Philosophy, D.V.M. or M.D. degree in a related field and four (4) years of related experience OR M.D. and Master’s degree and two (2) years of related experience OR Master’s degree and six (6) years of related experience OR Bachelor’s degree and eight (8) years of related experience required. The ideal candidate for this position will have outstanding quantitative skills and a strong interest in collaborative epidemiologic and biostatistical research. Data management, data analysis and large electronic health record system analysis skills are important. The candidate will employ a broad knowledge of principles, practices and procedures in patient oriented research to support data-analysis and publications across all areas of medical practice and will assist in planning, designing and overseeing the planning, design and execution of data analysis pipelines for our pharmacogenomics and chronic disease genomics initiatives.
