Full Job Description

This position is in the Development Research Branch (DRB) of the Economic Analysis and Policy Division of the Department of Economic and Social Affairs (DESA). The Division is mandated to provide strategic and policy support to Member States in the areas of economic and development policies. The Economics Affairs Officer reports to the Senior Economic Affairs Officer in the Development Research Branch. For more information, see: www.un.org/development/desa/dpad/

Responsibilities

Under the general supervision of the Chief of the Development Research Branch, the Economic Affairs Officer will be responsible for the following duties:

Economic or sector analysis
• Undertakes research and analysis of emerging development issues with global implications to provide inputs for publications that the Branch is assigned to prepare.
• Interprets, applies and, as necessary, adapts econometric models to determine trends, patterns, and relationships and to analyse the effects of alternative policies and assumptions.
• Identify appropriate data sources for analytics projects.
• Drafts specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of economic development.
• Identifies and analyses policy proposals made elsewhere relating to assigned topics.
• Attends international, regional, and national meetings to collect information and to hold discussions with colleagues in other institutions and keeps abreast with the academic research on the emerging development issues.
• Assists in the organization and servicing of expert group meetings, seminars, etc. on development issues.
• Prepares various research-based inputs for presentations by senior management.

Intergovernmental support
• Assists in the preparation of inputs for SG reports and reports to intergovernmental bodies.
• Follows intergovernmental meetings and prepares summary reports.
• Prepares inputs to statements, briefing notes and talking points by Senior Management to such meetings.
• Assists in the organization of panels, round tables, side events, etc. on development issues for intergovernmental processes.

Technical cooperation
• Participates in missions on development issues, usually as a member of a team.
• Organizes training seminars for national experts.
• Contributes to the preparation of material for the approval of regional, country or sector technical cooperation projects.

General
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s services.
• Undertakes on-the-job and other training activities, both internally and externally.

Education

Advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Experience in preparing publications in development studies commensurate to the years of professional experience is required.

Experience in servicing expert group meetings and intergovernmental processes on issues related to the position is required.

Experience in tools managing version control such as Git is desirable.

Experience with database or programming languages (e.g., Python, R, Stata) is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Full Job Description

This position is located in the Programme Management and Capacity Development Unit (PMCDU) in the Division for Public Institutions and Digital Government (DPIDG) of the Department of Economic and Social Affairs (DESA). DPIDG focuses on supporting countries in improving effective, accountable and inclusive institutions at all levels for internationally agreed development goals, including the Sustainable Development Goals (SDGs). The Information Management Officer reports to the Chief of Unit.

Responsibilities

Within delegated authority, the Information Management Officer will be responsible for the following duties:

– Provides support to information management of the Division’s work programme, which includes substantive contribution to the Unit’s activities, with display of research and analytical skills; needs and business process analysis; organization and maintenance of UN information assets; records preservation and disposition; and information management policies and procedures, with an emphasis on technological applications.
– Researches, analyses and evaluates information for the preparation of reports, briefs, speeches, etc.; assists in the research and analysis necessary in the conceptualization and formulation of projects in priority areas of the Unit.
– Participates in record-keeping improvement projects, contributing to feasibility studies, systems analysis, design, development and implementation and in the evaluation and testing of record-keeping application improvements and new systems; provides user support.
– Develops detailed system and other functional specifications and standards from the recordkeeping perspective and user documentation for new systems.
– Develops training materials and user manuals; trains staff in use of the recordkeeping system assigned.
– Participates and contributes to updating and managing information related to the Division’s work programme, budget management and personnel management system;
– Conducts training courses/seminars for national experts on the main objectives of the Unit;
– Coordinates website updates and ensures accuracy of information;
– Manages records accession and disposition functions by applying the life-cycle concept to information assets, including appraisal by liaising with records-originating offices regarding the transfer and/or disposal of their records; assures that retention schedules, registration and physical aspects of records transfers meet established standards; oversees space management and commercial storage contracts; supervises General Service staff in implementing related tasks; and performs records appraisal.
– Understands, keeps current with and applies preservation techniques and strategies for records in all media. Ensures that the Unit’s storage facilities meet environmental standards.
– Performs and supervises reference functions by advising internal and external users about records holdings and accessibility; maintaining communications with other information management networks and records and archives specialists; supervising retrieval and reproduction activities of General Service staff.
– Evaluates adequacy of existing records management and reference tools. Implements new technologies in information management to ensure that tools developed for efficient access to information are accessible to staff throughout the Organization;
– Maintains access and declassification standards by liaising with records-originating offices/offices of interest regarding access to security-classified materials and implements access and declassification determinations;
– Participates in developing client outreach strategies and in their impementation. Conducts programmes of outreach and user education to improve client use of desktop information resources; uses judgement of relevant institutional needs to develop presentations appropriate to client audience; develops publicity materials to facilitate outreach;
– Organizes webinars and supports capacity development activities. Attends international, regional, and national meetings to disseminate relevant information on the programmatic issues of the division related to governance and public administration;
– Assists in programme administration, including provision of assistance to or supervision of contractual employees and General Service staff, formulation of consultant and institutional contracts and subsequent implementation, development of the programme budget, etc.;
– Performs other related duties, as required.
